The U.S. Department of Veterans Affairs (VA) announces the preparation and availability of a Draft Environmental Assessment (DEA) for the proposed construction associated with the parking garage located at the VA Central Iowa Health Care System at 3600 30TH STREET, DES MOINES, IOWA 50310.


To meet the growing needs of Veterans, the subject of this Environmental Assessment (EA) is the construction of a new parking garage (Proposed Action). The garage site is bordered by 30th Street to the east, Red Cross Drive to the south, VFW Circle to the west and Legion Drive to the north. The scope of the project includes the garage construction and site and utility work. The proposed garage is 3-1/2 stories and will total approximately 100,700 gross-square feet. The project includes structured parking (approximately 250 spaces for a mix of patient and visitor parking), stairs, elevator lobbies, water service rooms, electric service rooms, wheel chair storage rooms, and an elevator equipment room. The project will also include construction of new pedestrian walkway/shuttle stop and vehicle/pedestrian driveway/walkway; crosswalks and new utility installations.


A Draft Environmental Assessment for the proposed project was prepared pursuant to the National Environmental Policy Act (NEPA) of 1969 and the implementing regulations of the Department of Veterans Affairs (38 CFR Part 26). The DEA examines the potential for environmental impacts from the proposed action. The VA intends to issue a “Finding of No Significant Impact” (FONSI) following a thirty‐day comment period in accordance with the Council on Environmental Quality Regulations for Implementing NEPA, Section 1508.13, provided there are no substantive comments which warrant further evaluation.
